The puppy in this video is telling his Mom off about the new sweater. His name is Marshall. From what the woman says to Marshall, it sounds like he hates the sweater. Maybe he does not like sweater, or maybe he does not like a new sweater. Mom is asking for forgiveness from her tone of voice.
In some parts of the U.S., it actually is not so much a fashion statement to put clothes on dogs. Some dogs do not have an undercoat, and as they walk outdoors in the winter, they get really cold. This is for both large and small dogs. Those who have a jacket on when they walk outdoors really do look more comfortable.
