The reason his Mom treats Oscar to an ice cream cone is because he just got neutered. His Mom wants to do something special to help him feel better, and thought maybe an ice cream cone might help.
Oscar does enjoy the ice cream cone. Since he is wearing a cone, he has to eat the ice cream at a certain angle, and got ice cream all over his nose and face. His mom gave him a chance to lick it off before feeding him the rest of the ice cream.
